DeepSeek Access Restrictions Memo August 2025

Summary

Memo distributed to all employees via email explaining the ban or restriction of action to DeepSeek.

Body

TO: University of Idaho Employees
FROM: Dan Ewart, Vice President for Information Technology and Chief Information Officer
Chris Nomura, Vice President for Research and Economic Development
DATE: Aug. 7, 2025
SUBJECT: DeepSeek access restrictions implemented for DOE research compliance

Effective immediately, access to DeepSeek AI services has been restricted across university networks to ensure compliance with Department of Energy (DOE) and other expected research and security requirements.

Background

Recent federal DOE guidance requires heightened scrutiny of AI platforms that may pose data risks to federally funded research projects. DeepSeek’s Large Language Model (LLM) and related products, including downloadable “open weights” AI models, are now strictly prohibited on all DOE-owned devices such as laptops, phones, tablets and any equipment purchased with DOE funds or connected to a DOE network, either directly or indirectly. Additionally, multiple states and other federal agencies have or will limit use of DeepSeek.

Impact

  • DeepSeek web interface and API access is blocked on university networks.
  • DeepSeek is now blocked on university-managed computers.
  • Existing use of DeepSeek must immediately transition to alternative AI applications.

Actions

Use of DeepSeek should cease immediately. If you have downloaded DeepSeek, it must be deleted. Additionally, identify any team members who may be using DeepSeek and inform them to stop its use.

Limited exceptions may be allowed where explicitly authorized and restrictions are met. This restriction of use, among many others, ensures continued eligibility for federal research funding while maintaining our commitment to cutting-edge research capabilities through secure and compliant platforms.
